Uma reflexão bioética acerca da inserção da teleconsulta especializada na atenção primária como política pública de saúde no SUS Aracaju

Abstract

With the sanction of Law no. 14,510 of December 27, 2022, Law no. 8,080/90, which established the Unified Health System, was amended to authorize and regulate the practice of telehealth throughout the national territory. The core of this academic work is to evaluate the adequacy of the insertion of specialized teleconsultations in SUS Primary Care in the Municipality of Aracaju in relation to the bioethical principles of justice and beneficence, as well as in relation to the guidelines of the National Primary Care Policy - PNAB and the National Policy for Specialized Health Care - PNAES established within the scope of the Unified Health System. The study addresses the science of Bioethics, through its principled theoretical framework, with a view to the needs and vulnerabilities of the assisted user, and technological evolution in telehealth which reconfigured care practices. During the course of the research, the normative framework of the SUS, its principles and guidelines, in addition to the scope of care models defined by public health policies, is defined, addressing among these the new insertion of telehealth. To answer the problem, qualitative and explanatory research is carried out, with the interpretation of teaching materials, scientific articles, books, legislation and health standards, as well as of an exploratory nature, in the face of research and collection of official data and information provided by the Municipal Secretariat of Health of Aracaju about the object of the study, with this being the spatial and temporal outline of health actions carried out within the scope of SUS Aracaju during the year 2023. In the end, it is concluded that the insertion of specialized teleconsultation in Primary Care in SUS Aracaju , despite not being regulated by PNAB, established by Ordinance MS nº. 2,436/2017 and Consolidation Ordinance no. 02/2017, is legitimized by the bioethical principles of justice and beneficence, as it contributes to improving user care, with humanized reception and the satisfaction of their health needs.
