Gestão social das cidades. Península de Itapagipe: contornos da regularização fundiária social

Abstract

Urban space is marked by the clash between the agendas of the market and the Democratic Rule of Law. On the one hand, the city tends to be appropriated as a commodity and several of its places are kept illegal and socially vulnerable. On the other hand, this same space can be understood as a place of the right to the city, to participatory and dialogical coexistence of everyone around democratic alternatives, including land regularization. In this context, the study is based on the following reflection: Memories and paths for urban land regularization, with the Itapagipe Peninsula/BA as its context. The objectives of the research are to identify the history of legislation aimed at the ownership of urban spaces in Brazil, with an emphasis on the period after CF/1988; analyze historical records about the land issue of/in the Itapagipe Peninsula, Salvador/BA; propose ideas and practices for the right to the city with reference to the current scenario of land regularization in/on the Itapagipe Peninsula, Salvador/BA. To this end, documents such as laws, regulations and registration certificates of properties that belonged to companies from the former Itapagipano industrial hub are analyzed, as well as historiographical data relating to federal housing policies and those of the Government of the State of Bahia. The analyzes demonstrated that the once strategic and industrial Itapagipe is currently a region crossed by real estate speculation and a still incipient state initiative in favor of a housing policy that has Social Interest Land Regularization (Reurb – S) as one of its pillars. Despite the emergence of popular associations in the region that seek to articulate their demands for Reurb - S, the granting of this benefit still affects limited portions of the population of Itapagipe. Considering urban management as a social construction open to egalitarian and plural resignifications, the analysis proposes three movements: raising awareness among communities unassisted by land regularization about the legal and historical- social aspects of this device; encourage initiatives to demand and monitor land regularization policies; value the urban, historical and cultural heritage of the Itapagipe Peninsula. It is hoped that the study can offer contributions to the expansion of the right to the city in this very important region of Salvador.
